Rates & Charges Applicable to Your Rate Notice

Local Government Act 1995 - Division 6

At the Shire of Gingin’s Special Council Meeting on 4 July 2017 to adopt the Budget for 2017-18, it was resolved that the rates and charges specified hereunder be imposed on all rateable properties within the District of the Shire of Gingin in accordance with the provisions of the Local Government Act 1995 and the Waste Avoidance Resource Recovery Act 2007.

Differential Rates

Differential General Rate – Gross Rental Values (GRV) – 8.3499 cents in the dollar on all Gross Rental Valued rateable land within the district.

Differential General Rate – Unimproved Values (UV) – 0.4504 cents in the dollar on all Unimproved Valued rateable land (excluding Rural Intensive and Mining) within the district.

Differential UV Intensive Rate – Unimproved Values (UV) – 0.8448 cents in the dollar on all Rural Intensive and Mining Unimproved Valued rateable land within the district.

Minimum Payment

The minimum payments of $997 for GRV, and $1,260 for UV rated properties (excluding Rural Intensive and Mining), and $2,240 for Rural Intensive and Mining rated properties, has been determined by Council on the basis that all ratepayers must make a reasonable rates contribution to enable the Shire to deliver essential services.

Objection to Valuation

You may lodge an objection against the valuation assessed for your property with Landgate. Written objections must be lodged within sixty (60) days from the date of issue of the Rate Notice. Even if an objection is lodged, rates must still be paid in full. The Shire will refund any rates over-paid should the Valuer General reduce your valuation.

Rubbish Charges

All urban and rural residential properties with a residence and industrial and commercial properties that are not vacant land are charged $207.00 per annum per service of one 240 litre capacity mobile rubbish bin. Collection of a second or subsequent rubbish bin/s for all properties is charged $207.00 per bin per annum.

Non-urban properties on Avon Waste’s existing service route on application are charged $207.00 per annum per service of one 240 litre capacity mobile rubbish bin and $207.00 for the second or subsequent bin/s.

Waste Management Rate

A Waste Management Rate of $0.0005 cents in the dollar on the Gross Rental Value or Unimproved Value of the land, with a minimum rate of $101.00, will be charged on all Gross Rental Valued properties and Unimproved Valued properties whether additional properties are owned or not. The Waste Management Rate collected will be used to assist with funding current and future waste management initiatives.

Rural Property – Pensioner/Seniors’ Rebate

Pensioner Concession Card or State Concession Card holders residing at an owned and occupied farming property on 1 July 2017 may be entitled to receive a rebate of up to 50% of the minimum rate charged on the Unimproved Value up to a maximum of $750.00 (as set by the State Government from 1 July 2017). Completion of a Pensioner/Senior concession application form is required Gingin.

Seniors’ Card holders residing at an owned and occupied farming property on 1 July 2017 may be entitled to receive a rebate of up to 25% of the minimum rate charged on the Unimproved Value up to a maximum of $100.00 (as set by the State Government from 1 July 2017). Completion of a Pensioner/Senior concession application form is required and the rebate will be applicable from the date of registration with the Shire of Gingin.

Town Site/Rural Residential Property – Pensioner/Seniors’ Rebate

Pensioner Concession Card or State Concession Card holders who own and occupy a Gross Rental Valued property on 1 July 2017 may be entitled to receive a rebate of up to 50% of the minimum rate charged on the Gross Rental Value up to a maximum of $750.00 (as set by the State Government from 1 July 2017). Completion of a Pensioner/Senior concession application form is required and the rebate will be applicable from the date of registration with either the Shire of Gingin or the Water Corporation.

Seniors’ Card holders who own and occupy a Gross Rental Valued property on 1 July 2017 may be entitled to receive a rebate of up to 25% of the minimum rate charged on the Gross Rental Value up to a maximum of $100.00 (as set by the State Government from 1 July 2017). Completion of a Pensioner/Senior concession application form is required and the rebate will be applicable from the date of registration with either the Shire of Gingin or the Water Corporation.

Early Rates Incentive Scheme

Ratepayers other than Employees, Councillors and their families who have paid all Rates, Emergency Services Levy, Waste Management Fee and Rubbish Charges in full, will be given automatic entry into the draw for an incentive prize. Eligible pensioners/seniors must pay the rebate amount. The closing date is 13 September 2017 with prize winners being notified by mail.

Ratepayers opting for the rates instalment payment options two, three or by alternative arrangement will not be eligible to enter into the draw to win a prize.

Instalment Plan Interest Rate

A charge of 5.5% per annum, calculated daily at 0.01506% by simple interest, will apply from 1 July 2017. Eligible pensioners are exempt.

Late Payment Penalty – Rates, Emergency Services Levy, Waste Management Fee and Rubbish Charges

A charge of 11% calculated daily at 0.03013% by simple interest will apply as follows:

    • No instalment option taken – interest shall begin to accrue on Rates and/or Emergency Services Levy and Rubbish Charges that remain unpaid at 18 September 2017. Eligible pensioners are exempt.
      • Instalment option taken – interest shall begin to accrue daily on any rates instalment payment that remains unpaid after the due date of the instalment, and will continue to accrue until such time as the instalment is paid. Eligible pensioners are exempt.
        • Interest on Rates and/or Emergency Services Levy, Waste Management Fee and Rubbish Charge arrears will continue to accrue each day until arrears are paid.
        • Administration fee – a charge of $5.00 per instalment reminder notice will apply. Eligible pensioners are exempt.

        Due Dates for Payment of Rates, Emergency Services Levy, Waste Management Fee and Rubbish Charges

        • No instalment option 13 September 2017
        • Two instalment option 13 September 2017 and 15 January 2018
        • Four instalment option 13 September 2017, 13 November 2017, 15 January 2018 and 15 March 2018
        • Alternative Arrangements for Payment of Rates

        Upon application, the Shire may accept payment by way other than one, two or four instalments (subject to agreement in writing by both parties). A single administration fee of $15 will apply for this type of payment. Eligible pensioners are exempt from this charge.

        Paying Your Rates

        Rates can be paid in person at the Gingin or Lancelin Offices by cash, cheque or EFTPOS (excluding American Express and Diners Card). The Shire also offers the convenience of 24 hour, 7 days a week payments by BPOINT (credit card payments) on 1300 276 468 or via the Shire’s website www.gingin.wa.gov.au/payments/pay your rates, or by BPay for cheque and savings accounts.
