Memo of imposing rates
LOCAL GOVERNMENT ACT 1995, (AS AMENDED) DIVISION 6
RATES & CHARGES – DISCOUNTS & INCENTIVE INFORMATION
APPLICABLE TO YOUR RATE NOTICE

At a meeting of the Shire of Gingin held on 23 July 2008, it was resolved that the rates and charges specified hereunder be imposed on all rateable property within the District of the Shire of Gingin in accordance with the provisions of the Local Government Act 1995, (as amended) and the Health Act 1911 (as amended):

General Rate – Gross Rental Values - 6.2405 cents in the dollar on all Gross Rental Valued rateable land within the district.

General Rate – Unimproved Values - 0.1844 cents in the dollar on all Unimproved Valued rateable land within the district.

Minimum Payment

A minimum payment of $610 is required for each separate rateable location, lot or parcel of land within the district.

Objection to Valuation

You may lodge an objection against the valuation assessed for your property with the Valuer General’s Office. Written objections must be lodged within sixty (60) days of the date of issue of the Rate Notice. Even if an objection is lodged, Rates must still be paid in full. (Council will refund any rates over-paid should the Valuer General reduce your valuation).

Rating Objects and Reasons

The general rate of 6.2405 cents in the dollar on all Gross Rental Values and 0.1844 cents in the dollar on all Unimproved Values in the 2008/2009 financial year, has been determined by Council on the basis of raising the revenue required to meet the deficiency between the total estimated expenditure proposed in the budget and the estimated revenue to be received from all sources other than rates.

The minimum payments of $610 for GRV and UV rated properties, has been determined by Council on the basis that all ratepayers must make a reasonable rates contribution to enable Council to deliver essential services.

Rubbish Charges

All urban and rural residential properties with a residence are charged $140 per annum, per service of one 240 litre capacity mobile rubbish bin. Collection of a second mobile rubbish bin for all single residential properties within town sites and rural residential lots are charged $70 per annum.

Non-residential properties on Cleanaway's existing service route on application are charged $140 per annum, per service of one 240 litre capacity mobile rubbish bin.

Industrial and Commercial properties on Cleanaway’s existing service route are charged $140 per annum, per service of one 240 litre capacity mobile rubbish bin.

Tip Maintenance Fee

A Tip Maintenance Fee of $50 will be charged on all Unimproved Valued properties and Gross Rental Valued properties that do not attract a Rubbish Collection Charge whether additional properties are owned or not. The additional revenue generated from this charge will be allocated to the Tip Rationalisation Reserve to provide for the long-term consolidation of Council’s Waste Management functions.

Rural Property - Pensioners/Seniors Rebate

Pensioner Concession Card or State Concession Card holders residing at an owned and occupied farming property on 1 July 2008 may be entitled to receive a rebate of up to 50% of the minimum rate charged on the Unimproved Value. Completion of a Pensioner/Senior concession application form is required and the rebate will be applicable from the date of registration with the Shire of Gingin.

e.g.: 50% of minimum rate of $610 = $305 rebate entitlement

Seniors Card holders residing at an owned and occupied farming property on 1 July 2008 may be entitled to receive a rebate of up to 25% of the minimum rate charged on the Unimproved Value. Completion of a Pensioner/Senior concession application form is required and the rebate will be applicable from the date of registration with the Shire of Gingin.

e.g.: 25% of minimum rate of $610 = $152.50 rebate entitlement

Townsite/Rural Residential Property – Pensioner/Seniors Rebate

Pensioner Concession Card or State Concession Card holders residing at an owned and occupied Gross Rental Valued property on 1 July 2008 may be entitled to receive a rebate of up to 50% of the rate charged on the Gross Rental Value. Completion of a Pensioner/Senior concession application form is required and the rebate will be applicable from the date of registration with either the Shire of Gingin or the Water Corporation.

Seniors Card holders residing at an owned and occupied Gross Rental Valued property on 1 July 2008 may be entitled to receive a rebate of up to 25% of the rate charged on the Gross Rental Value up to a maximum of $234.90. Completion of a Pensioner/Senior concession application form is required and the rebate will be applicable from the date of registration with either the Shire of Gingin or the Water Corporation.

Discount

A 4% discount will be allowed on current rates if all rates accounts are paid in full on or before 4.00 pm on 19 September 2008.

Incentive Scheme

Ratepayers other than Staff and Councillors, who have paid all Rates, Emergency Services Levy, Tip Maintenance Fee and Rubbish Charges in full, will be given automatic entry into the draw for an incentive prize. Eligible Pensioners/Seniors must pay the rebate amount. The closing date will be 4.00 pm on 19 September 2008 with the prize winner being notified by mail.

Ratepayers opting for the rates instalment payment option two, three or by alternative arrangements will not be eligible to enter into the draw to win a prize.

Instalment Plan Interest Rate

A charge of 5.5% per annum, calculated daily at 0.01506% by simple interest will apply from 1 July 2008. Eligible Pensioners are exempt.

Late Payment Penalty – Rates, Emergency Services Levy and Rubbish Charges

A charge of 11% calculated daily at 0.03013% by simple interest will apply as follows:

No instalment option taken – Interest shall begin to accrue on Rates and/or Emergency Services Levy and Rubbish Charges that remain unpaid at 1 October 2008. Eligible Pensioners are exempt.

Instalment option taken – Interest shall begin to accrue daily on any rates instalment payment that remains unpaid after the due date of the instalment and continue to accrue until such time as the instalment is paid. Eligible Pensioners are exempt.

Interest on Rates and/or Emergency Services Levy and Rubbish Charge arrears will continue to accrue each day until arrears are paid.

 Administration Fee - A charge of $5.00 per instalment reminder notice will apply. Eligible Pensioners are exempt .

Due Dates for Payment of Rates, Emergency Services Levy and Rubbish Charges

No Instalment Option 19 September 2008.
Two Instalment Option 19 September 2008 and 19 January 2009.
Four Instalment Option 19 September 2008, 19 November 2008, 19 January 2009 and 19 March 2009.

Alternative arrangements for payment of rates - Upon application, Council may accept payment by way of other than one, two or four instalments (subject to agreement in writing by both parties). A single administration fee of $15 will apply for this type of payment. Eligible Pensioners are exempt from this charge.
