Waste Collection, Rubbish Bins & Landfill

The Shire of Gingin provides a weekly rubbish collection service in all towns and rural residential areas within the Shire.

This service includes general waste (red lid bin) and recycling (yellow lid bin), and is available to property owners along the Shire's rubbish collection route.

This service forms part of and supports the Waste Authority's 'Better Bins' initiative.

Bin Collection Information

Across the Shire your rubbish bin collection day will vary depending upon which area you live in. Where rubbish collection days fall on a public holiday it will be collected as normal with the exception of Christmas Day only.

Where should I place my bins for collection?

  • Bins need to be placed on the kerb with unobstructed access.
  • Bins should face the road with the handles facing your property.
  • If you have more than one general waste/recycling bin it is important to place the bins at least 50cms apart to ensure there is no interference with the collection arm.

Why was my bin not emptied?

Please note: your bin will only be serviced if it is the Shire of Gingin bin delivered by Avon Waste.

Reasons why a bin may not be emptied:

  • Bins were not placed out on time.
  • Bins may have been obstructed by parked cars or trees.
  • Bin was overweight - the maximum weight of your bin for collection is 70kg.
  • Unacceptable items have been placed in the bin.
  • Rubbish is stuck in the bin, causing the rubbish not to empty when the bin is tipped. Foam, polystyrene and grass clippings are common causes for this.

Remember the general waste and recycling bins are not necessarily collected at the same time of day.

What can and can't go in your bins?

Recycling bin – Yellow lid

There are only 5 things that can go in your recycling bin:

  • Paper - NO tissues or paper towel
  • Cardboard - flattened
  • Plastic containers and bottles - lids removed and rinsed
  • Glass jars and bottles - lids removed
  • Aluminum and steel cans

*If the recycling waste in your bin is contaminated it can be refused for collection.

Things that can’t go in your recycling bin:

  • Soft plastics
  • Dirty containers
  • Batteries
  • Clothing
  • Rope
  • Food & garden waste
  • Hazardous items (Please see ‘Hazardous Waste’ tab)
  • General waste

How many bins and Waste Facility passes am I allocated?

Your household bins and waste facility passes are registered to your property, not the individual owner.

Each property that receives waste collection/management are allocated:

  • 1 General Waste Bin
  • 1 Recycling Bin
  • 1 Waste Facility Pass card

For properties that do NOT receive a waste collection service are allocated:

  • 1 Waste Facility Pass card

Each bin and Waste Facility Pass card has a unique serial number that links it directly to the property address. Your bins must remain with the property. New landowners will receive a Waste Facility Pass card in their welcome pack. Your Waste Facility Pass allowance is dependent on the below:

  • Vacant – 6 Passes (Green waste only)
  • Commercial – 6 Passes
  • Residential with a Kerbside bin service – 12 Passes
  • Residential with no Kerbside bin service – 52 Passes

Please note:

  • If your card is lost, your information can be easily uploaded again on a new card. The cost for a replacement card is $42
  • 1mof waste = 1 tip pass
  • Your card allowance will renew every financial year on 1st July

Is the number on my new Waste Facility Pass card the same as my property assessment number?

No - the number on your new Waste Facility Pass card will not match your property assessment number, even though they may both start with an 'A'.  For example, if your property assessment number is A9265, your card may display something like A0576 – this number is a system generated number that is put onto the cards as a back up should the barcode not work.

How do I request a new, additional, repair, or replacement bin/service?

New Waste Collection (Bin) Service

For properties that do not currently have a waste collection service.

  • All properties on the Shire's compulsory waste collection route are required to have a waste collection service.
  • To be eligible for a new bin service there must be an approved dwelling on the property. The dwelling must be compliant with Planning, Building and Health Department regulations.
  • Each new service consists of a general waste 240L(red lid) bin  and a recycling 240L (yellow lid) bin.
  • Bins remain the property of the Shire of Gingin and have serial numbers for traceability.
  • Bins are not to be removed from the property they are allocated to and are not to be modified.

  • Additional bins are only supplied as a dual service set, being both a general waste (red lid) bin and a recycling (yellow lid) bin.
  • Only the registered ratepayer/s of the property can request an additional bin service.

Bin parts may occasionally need to be replaced, including lids, lid pins, wheels and axles.

Replacement Bin

For properties that require a replacement bin due to damage, theft or wear-and-tear.

  • If bins are lost, stolen or wilfully damaged, it is the ratepayer’s responsibility to pay for a replacement bins.
  • If a bin is assumed stolen, damaged or lost, please submit a Report stolen or criminally damaged property or Lost Property Report at your local police station or online.
  • Only the registered ratepayer/s of the property can report stolen, lost or damaged bins.
  • To arrange a replacement bin please complete the Replacement Bin Request form below.
    • If stolen, please include the Police Incident Report Number.
    • If damaged, please upload a photo of the damaged bin – should a repair not be possible, a new bin will be ordered.

Reducing waste collection service

If you need to reduce the number of bins in your service, please complete the Reduction in Waste Collection Request form below.

Please note: a property in the compulsory service area cannot reduce their service to none. It is a requirement that the property receive at least one collection service at all times which includes both a general waste (red lid) bin and a recycling (yellow lid) bin.

I don't want/need my kerbside bin collection

Under the Waste Avoidance and Resource Recovery Act 2007 (WARR Act), the Shire is required to provide a waste collection service to all rateable properties where the service is available. This service forms part of the compulsory waste service charge and cannot be cancelled or suspended.

If you do not wish to use your bins, you may choose not to present them for collection; however, the annual waste service charge will still apply.

Shire Waste Facility Site Locations, Opening Hours and Closures

If you do not have a rubbish collection service or you need to dispose of a large amount of rubbish that won't fit into your bin then you can take it to one of the Shire's three operating Waste Facility Sites in Gingin, Seabird and Lancelin.

The Waste Facility Sites are closed on Christmas day, New Years Day, ANZAC Day and Good Friday.

When a Harvest, Hot Works and Vehicle Movement Ban is placed, Shire of Gingin Waste Facility Sites may be closed. Please check the latest news section of our website and Facebook page for the latest news.


What can/can't you take and where?

Recyclables:

Recyclables can be taken to any of our three landfill sites free of charge.

  • E-Waste
  • Whitegoods (de-gassed)
  • Metal/steel
  • Cardboard
  • Batteries
  • DrumMUSTER drums
  • Used oil (free up to 20L, $0.55 per litre thereafter)

Other free items include:

  • Clean fill
  • Semi crushed concrete

Not accepted at any of our Waste Facility Sites:

  • Gas bottles
  • Paint
  • Cars
  • Large tractor/truck tyres – on rim (contaminated or dirty)
  • Liquid, septic or contaminated solid waste
  • Hazardous waste

Waste Facility Site - Access Requirements

  • You must display your Waste Facility Pass upon arrival at any of the Shire's three Waste Facility Sites.
  • Upon arrival, a gatehouse keeper will inspect every waste load.
  • Shoes/footwear must be worn at all times.
  • Separate your waste, and place in designated areas.
  • Clean green waste is to be separated from your general rubbish and placed in the area set aside for this purpose.
  • We ask for your patience; rude or abusive behaviour will not be tolerated and you will be asked to leave the site immediately.
  • Maintain a 3 metre distance between you and active machines – do not proceed until machine operator has visually given permission/directions to do so.
  • Children and pets must remain in vehicles at all times (children are permitted in the Reuse Shop).
  • It is an offence to light fires at any of our refuse disposal sites and offenders will be prosecuted. *All three Waste Facility Sites are smoke free zones.

Gingin - 8.30am - 5.30pm, Thursday to Monday,

Lancelin - 8.30am -5.30pm, Thursday to Monday

Seabird - 8.30am - 5.30pm, Saturday to Wednesday

The Reuse Shop

Each Waste Facility Site has a preloved area where residents can donate or buy from. It's run by the gatehouse keeper which acts as an income stream so please support them. Free items are also available that have been sorted before being put into landfill for repurpose, reuse, recycle or repair. Please make sure to separate any items that you think could be repurposed. The less in landfill the better!

The following items are not permitted for resale and will not be accepted from customers for resale: 

  • Food products, inclusive of alcohol and tobacco products
  • Pharmaceuticals
  • Medical equipment, e.g. defibrillators, life support equipment, wheelchairs, etc
  • Diving (life support) equipment: Cylinders/tanks, regulators, buoyancy compensation devices. Does not include wetsuits/fins, masks etc.
  • Personal Flotation Devices (PFDs), both simple and complex in nature
  • Harnesses, recovery straps, safety ropes, climbing/abseiling equipment
  • Breathing apparatus, e.g. respirators, masks
  • Weapons (Prohibited and Controlled), as defined by the Weapons Regulations 1999 (WA)
  • Baby bath aids, dummies and walkers
  • Bicycle helmets
  • Cars/Motorbikes
  • Child restraints for use in motor vehicles
  • Cosmetics
  • Cots
  • Prams & strollers
  • All hazardous waste

Hazardous Waste

The Shire of Gingin waste facilities/bin collection service do not accept hazardous waste. Residents are encouraged to use designated drop-off locations for hazardous waste.

Hazardous Waste includes:

  • Chemicals
  • Paints
  • Solvents
  • Pesticides
  • Medical/biohazard waste
  • Any waste that harms the environment, creates fire/safety risks and endangers staff and the community

Disposal of asbestos

All three of our waste facilities are licensed asbestos waste management facilities. To dispose of asbestos at any of these sites, it must be wrapped in two layers of 0.2 mm thick polythene sheeting and be clearly labelled. Please Note: Commercial loads require a 24 hour notice prior to offloading. There is an additional cost for the disposal of asbestos, please check our current Fees & Charges.

  • Removal of any amount of friable (easily crumbled) asbestos must be done by a person or business with a Class A asbestos removal licence.
  • More than 10m2 of non-friable asbestos containing material must be removed by a licensed and trained individual or business with either a Class A or Class B asbestos removal licence.
  • 10m2 or less of bonded (non-friable) asbestos can be removed without a licence.

Should you remove asbestos from your home yourself or employ a licenced asbestos removalist?

WorkSafe recommends you employ a licensed asbestos removalist, as these contractors have the skills, knowledge and equipment to do the work safely. However, if you decide to do the work yourself, do not put yourself or your family at risk, or risk contaminating your house or land.

Containers for Change

The Shire of Gingin is proud to partner with Containers for Change to help reduce litter, increase recycling, and support community fundraising opportunities throughout our region.

Container Exchange Points

The Shire has installed 29 Container Exchange Points (CEPs) across the Shire of Gingin. These baskets and cradles are attached to selected public waste bins and provide a simple way for residents and visitors to separate eligible 10¢ containers from general waste.

When you spot a Container Exchange Point, place your accepted 10¢ containers in the basket rather than the waste bin. This allows community members, sporting clubs, schools, charities and other groups to collect the containers and claim the refund.

By using Container Exchange Points, you are helping valuable materials stay in circulation and supporting local fundraising efforts at the same time.

Please note: Container Exchange Points are only for eligible 10¢ beverage containers. General waste items, including coffee cups, takeaway drink cups and other litter, should be placed in the adjoining waste bin.

  • One at De Burgh Street beach car park (where the barbecue and toilet block are located at the beach)

  • One at the Key Biscayne car park (next to the new beach volleyball court)

Lancelin:

  • Six at Lancelin Plaza
  • Four at Harold Park
  • as well as a number of Containers for Change Bins in Lancelin

Residents can return eligible containers and receive their 10¢ refund at the following locations:

  • Lancelin - Depot | Good Sammy Recycling 23 Walker Ave , Lancelin -Depot

Scheme Expansion from 1 July 2026

From 1 July 2026, the Containers for Change scheme is expanding, with almost all beverage containers between 150mL and 3L becoming eligible for a 10¢ refund.

Newly accepted containers include:

  • Wine bottles
  • Spirit bottles
  • Fruit and vegetable juice containers
  • Flavoured milk containers
  • Cordial containers
  • Wine casks and sachets
  • Water casks

Some items will remain ineligible, including plain milk containers, flavouring syrups and certain medical beverages.

Residents are encouraged to start saving these additional containers and return them through a participating Containers for Change refund point.
