Shire Update - Protocols for Public Question Time

The Shire of Gingin would like to provide an update on protocols for Public Question Time during Council meetings.

Historically the Shire hasn’t received many questions during Public Question Time, and for that reason Council has not felt a need to strictly apply the Local Law provisions. 

However, members of the public are increasingly taking the opportunity to put questions to Council, so to ensure that Public Question Time is conducted effectively and efficiently, and all members of the public wishing to ask questions get an opportunity to do so, as at the next Ordinary Council Meeting on 18 July 2023 the following protocols will apply:

  1. A period of 15 minutes will be allocated for Public Question Time in accordance with reg. 6 of the Local Government (Administration) Regulations 1996
  1. Each member of the public with a question will be permitted to ask up to three (3) questions before other members of the public are invited to ask their questions.  If a person wishes to ask more than three questions, then that person will be given the opportunity to ask further questions only if time permits once all others wishing to ask questions have been given the opportunity to do so.  If more than one person has further questions, then each person will be permitted to ask one further question in turn until all questions have been answered or the allotted time expires (whichever occurs first). 
  1. Questions of which prior written notice has been given to the CEO will be prioritised.
