Shire of Gingin Welcomes Appointment of a Local Government Monitor

Following today's (30 July 2026) announcement by the Local Government Inspector, the Shire of Gingin welcomes the appointment of Dr Shayne Silcox as Local Government Monitor.

Dr Silcox brings extensive experience in local government governance, leadership and organisational improvement. The Shire looks forward to working collaboratively with him throughout his appointment.

Under the Terms of Appointment, the Monitor will observe and provide advice on the Shire's governance arrangements and decision-making practices. This includes Council decision-making processes, the respective roles and responsibilities of Council Members and the Administration, governance practices, compliance obligations, and working relationships across the organisation.

The Shire views the appointment as a positive opportunity to strengthen governance, reinforce community confidence and demonstrate its commitment to continuous improvement while continuing to build a capable and effective local government.

Shire President, Cr Balcombe, said the Shire welcomed the appointment and looked forward to working constructively with Dr Silcox.

"The appointment of a Local Government Monitor provides an opportunity to reinforce good governance and support Council in delivering the best possible outcomes for our community," Cr Balcombe said.

"Good governance is fundamental to maintaining community confidence in local government. We welcome the experience and independent perspective Dr Silcox brings to the role and look forward to working collaboratively with him to further strengthen our governance practices while continuing to focus on delivering services and projects for our community."

Dr Silcox's appointment will commence on 3 August 2026 and conclude on 3 February 2027. The Shire will provide the Monitor with every assistance necessary to undertake his role.
