Following the appointment of James Bayliss as the Shire of Gingin's Temporary Chief Executive Officer at the Ordinary Council Meeting held on 16 June 2026, the position of Executive Manager Regulatory and Development Services became temporarily vacant (James’ substantive position).
The Shire is therefore pleased to welcome Mark Close as Temporary Executive Manager Regulatory and Development Services.
Mr Close joins the Shire with extensive experience in the local government and the private sector, leading teams across planning, asset management and economic development, including the City of Perth, Shire of Mundaring and City of Busselton, as well as various State government roles across regional Western Australia.
Mr Bayliss said the appointment of Mr Close will ensure the Shire continues to deliver responsive, timely and high-quality services to the community while the Shire undertakes recruitment for a permanent Chief Executive Officer.
"Our community continues to experience significant growth, with increasing demand for planning, building, health and regulatory services. Mark's diverse experience will assist in not only the delivery of these services, but will provide support and executive leadership during a challenging organisational period." Mr Bayliss said.
"I'm pleased to be joining the Shire of Gingin and look forward to working closely with Council, staff and the community to continue delivering high-quality regulatory and development services. I look forward to supporting the Shire as it continues to grow and ensuring we provide responsive, practical outcomes for our residents and stakeholders," Mr Close said.
The Shire welcomes Mr Close and looks forward to the leadership and expertise he will bring during his tenure.
